Fixed parallel runner lease handling so long coder/reviewer invocations do not lose workstream ownership and collapse into effectively single-runner execution.
Added graceful supersession behavior for workstream runners: when lease ownership is lost, runners now stop cleanly instead of crashing on lease refresh.
Hardened wakeup recovery to avoid restarting a workstream when an active runner heartbeat still exists for the same clone/session.
