Fix API strict TypeScript build error

• hasActiveParallelSessionForProjectDb takes a DbLike interface whose run signature uses ...unknown[], which is incompatible with better-sqlite3's Statement.run({}) under the API's strict: true TypeScript config
• Added as never cast at the 3 call sites — runtime behavior is unchanged
• The steroids web update/build step now completes without errors
