v0.99.10: Bump version to 0.99.10

• Fixes poracle webhooks (hopefully)
• Unset pokemon when disabling nests due to overlap
• Log a warning if an area name property is missing for import, etc.

This release contains a DB migration, so Fletchling will need to be restarted before using any of the tools.
