Rebuilds the first screen to a standard header: name → one-sentence summary → three value-prop bullets (why paired with the command that does it) → the three boundaries as one scannable line before the install command → npx rfc2119 init → priority links → an accounting-style double rule ( line; GitHub renders --- as a thick bar). The first section after the rule promotes the loop thesis to a heading, and the boundaries return as the numbered trio with enforcement links.

README-scoped verdicts (REQ-003.4.2, REQ-005.2.6, REQ-008.1.2, REQ-008.2.2) re-reviewed fresh-context and re-recorded in this diff.

…, links, double rule

Rebuild the README's first screen: one-sentence summary, three value-prop
bullets pairing why-it-matters with the command that does it, the
boundaries as one scannable line before the install command, priority
links, and an accounting-style double rule; first section after the rule
is the loop-thesis as a heading, and the boundaries trio is restored as a
numbered list. Re-record the four README-scoped verdicts.
