.changeset/mcp-session-idle-eviction.md targets @executor-js/host-mcp, which is in the changesets ignore list. changeset version can never consume it, so the release workflow stays in has-changesets mode, tries to open a Version Packages PR with an empty diff, and fails — which also skips the publish steps for the already-merged 1.6.3 bump. Removing it unblocks the release; the underlying session-eviction change shipped in its own PR and needs no version bump of an unpublished package.
