Split manage_webhooks into 4 separate tools for Anthropic directory compliance:

• list_webhooks (read-only)
• create_webhook
• delete_webhook (destructive)
• test_webhook

Fixed batch_screenshots readOnlyHint annotation. All tools now have proper title, readOnlyHint, and destructiveHint annotations.
