Acceptance criteria

• Passive files such as LICENSE or CODE_OF_CONDUCT never create specialists by themselves.
• Empty, truncated, or ambiguous audits produce explicit gaps or questions rather than invented facts.
• Identical semantic evidence yields byte-identical capability maps regardless of input order.
• Relevant repository mutations change only related work packages.
• Offline mode launches no network process and sends no repository data externally.
