Fix zip failures on Windows in GitHub Actions workflow

Updated the Package Binaries step in .github/workflows/build_and_release.yml to use 7z on Windows runners, as zip was causing failures. Also simplified the packaging logic for non-Windows platforms to zip all files in build/bin. This matches the provided configuration.
