Introduce launcher self-update support and developer tooling: add LauncherUpdater module and portable PowerShell helper for staged Windows portable updates; integrate updater into backend, main, preload and renderer (IPC + UI hooks); add tests for updater. Also add version/rebuild PowerShell scripts, bump package version to 0.3.1, and add launcherReleaseApiUrl to launcher-config.yml.
