Fedora 44 and 43 Steam crashes out because missing CertPemFile

Now I get fatal error steam needs to be online to update.

Steps for reproducing this issue:

1.Try to load steam
2. Loads but never fully loads
3. Bugs out

New bug I tried that on Fedora Rawhide and the QR code still doesn't pop up. So I think it may be a different bug now. Could you reopen?

#12292 was already mentioned, but it contains a workaround

(Btw this cert Change was postponed from F43 to F44: so 43 should no longer be affected)

Hopefully this can be resolved as Fedora is quite often use a baseline for a gaming. Distros like Nobara, Bazzite would need to add fixes for this issue. Fedora had a workaround for it since late 2024 - link. This workaround will stop working on Fedora 44 - link
