re-organize first-party plugin actions

Right now, the following plugins put their menus in the top-level "plugin" menu when they belong elsewhere. This issue tracks moving those into more appropriate locations:

• (Jordan) BinExport (move to File / Export)
• (Mason) BNTL (Maybe a new "Types" top level menu?)
• (?) Export as DWARF (move to File / Export)
• (Josh) Ghidra (should be split into Import / Export and moved to the appropriate sub-menu probably?)
• (Mason) Load IDB File (maybe this can be buried much deeper now that the better workflow is using OwO?)
• (Mason) Load SVD File (maybe "import"? Maybe a Types menu?)
• (Brandon) Run EFI resolver (probably should go away entirely once we have the right workflow eligibility?)
• (Mason) TriCore / Debug Current Instruction (should not be a sub-menu but maybe belongs under "Analysis"? Or if it's super rare, just put it in the command-palette only, not a UI menu.
• (Mason) WARP (I like this being under a tyop-level "Types" menu but we can discuss this)

I would like to keep IDB file visible in File / Export as well as SVD. We can also move WARP there as well, seeing as it does much the same when it comes to applying annotations (more than just types), also would be fine with type libraries going there seeing as the workflow for all of those commands revolves around the files themselves, not applying them (that happens in the core).

The tricore one would ideally not even show outside the context menu when right clicking in linear view in a tricore binary.

I think putting WARP inside of Export is a bit too buried.

Especially because it has several options and we might even consider having the UI menus like "focus WARP" live in that sub-menu. That helps people who maybe have a read a blog and know they need WARP but don't want to go digging through the sidebar icons to find which one is warp but can search for it in the help menu or just find the.

SVD and IDB belong under Import I think which doesn't exist yet but probably should, not Export. Maybe that's what you already meant?
