Vigil 1.2.6 — Remediation session recovery, evidence and review-base fixes

Added

• vigil remediation session --bind --replace-stopped hands a case to a new developer conversation
  when the recorded one has stopped. A running conversation is never replaced.

Changed

• The remediation developer prompt asks for a high-level plan written with the same care as the
  fix, keeps Risks to effects of the change, and releases a shared environment before waiting on
  the owner unless background work still uses it.

Fixed

• vigil remediation evidence --command records the evidence. The option replaced the CLI command,
  so the call exited without recording anything.
• sync-revision moves a case's review base forward after a rebase onto a newer base branch, so
  checks and the review diff cover only the case's own changes.

Restart services that vigil status reports as stale. The wheel includes the CLI, backend,
prompts, documentation, and prebuilt UI. Verify the downloaded wheel or source archive against
