region-render v0.8.0: the animated palette ships

  • tools/region-render/ v0.8.0: the animated palette
    ships.
--animate-palette emits the frame sequence with the
palette rotated per the cycle pump decoded from DSUN.EXE
    (docs/dsun-exe-re.md 4.5.5-4.5.6): a PaletteCycle of 16
8-byte records (flags, reload, counter, first, count), one
rendered frame = one pump pass, active ranges rotating toward
higher indices with the range's last colour wrapping to its
first slot. Default registration is DS1's decoded boot-time
set (four StartCycle calls: colours 1-5, 6-10, 11-15,
240-248, all delay 2; a full rotation of the slowest range is
the default 18-frame sequence). The flag composes with
--animate-entities and --gif; --frame-count now works in
either animated mode. DS2's cycle-registration init site is
still undecoded, so DS2 regions approximate with the DS1
    ranges (documented). Library additions: PaletteCycle,
    CycleRecord, rotate_palette_range,
    RegionMap::write_png_frame_with_palette; regression tests
cover the rotate semantics, the delay-counter firing
schedule, the DS1 default set, and per-frame PLTE output.
Also repairs the README palette-precedence table (it predated
the v0.5.0 preset flag and the CPAL:200-first fallback).
