v1.1 Config Update + Better Cat Tags

Configs! Choose where the Tag counts show up (Left or Right), and allow/disallow auto merging of Cat Tags (Cryptid Only).

The only downside to Merging cat tags, is Jokers or other effects that count the number of Tags with #G.GAME.tags will not count the Cat Tags. The upside to this, is THEORETICALLY, you can hit infinite numbers of Cat Tags with ease.
This feature is still being looked into further. Use only on saves where you dont care about your Cat Tags, or on new saves.

Note: I added a new global variable, BetterTags.tag_count. This will be used if I ever get around to making the Infinite Update.
