Add English/German UI localization and prepare the README for Obsidian community plugin submission.

  • Settings tab, chat sidebar, notices, confirmations, and error messages are now available in English and German, following Obsidian's own display language (English by default).
  • Added settings/chat screenshots and a data-accountability/cost note to the README.
  • Documented the plugin's actual network usage (local-only MCP server vs. the chat feature's calls to Anthropic via the user's own claude CLI login).
