Fixed

• Stop the tunnel piling seconds of queue on a slow upload link. The send buffer already shrank
  itself toward what the connection can actually carry, but it was never allowed below a floor
  sized for a fast line, so on an uplink around 1 Mbit/s the floor was the buffer and held about
  nine seconds of traffic. A connection now gets a floor sized for a home link, which removes the
  delay without changing anything on a faster one.
