feat: motd timer

[TurtIeSocks]

• Adds a countdown to the motd to block the user from closing it until it's expired, updates every second
• New config option, defaults to 0 seconds, rounds to lowest int if for some reason you try to use a float
• Cleanup some react code

Resolves #739
