refactor: scanner cooldown

[TurtIeSocks]

• Moves the client scanner storage to its own file, in a more appropriate folder
• Moves scanner cooldown property from localStorage to sessionStorage
• Also stores it in the cookie to deter it from easily being clearable with various checks to keep in sync
