Bump Tiger_Version::VERSION to 0.15.0-beta and promote the Unreleased changelog. This release ships the public-URL sitemap registry (Tiger_Sitemap) + /sitemap.xml + /robots.txt routes, alongside the Phase 2 Open Graph head tags. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
