For both push and pull-request runs declared in this workflow, this step executes immediately after checkout. GitHub documents repository-local actions using the ./path/to/dir syntax; $/.github/actions/pre-commit-setup is neither a valid local path nor a remote action reference with an @ref, so the runner rejects the step before any pre-commit checks run. Restore ./.github/actions/pre-commit-setup.
