This ports the compatible Winlator 11 WinHandler protocol support into WinNative while keeping the fork's existing fake-input, gyro, hotplug, remapping, and vibration behavior in place.
The bundled Windows-side winhandler.exe has been refreshed from Winlator 11, and existing containers refresh their older copy on launch so users do not need to recreate prefixes.
