Localizes 7 settings files into new project-settings ns (en/de): SettingsLayout, MembersPage, LabelsPage, VersionsPage, CustomFieldsPage, ProjectAuditPage, OrganizationSettingsPage. Scanner-blind const-map labels (ROLE_LABELS/FIELD_TYPES/audit columns/nav) localized at render site; members org banner via ; audit timestamp via formatDateTime; t-shadow handled (ft). Review fix: SettingsLayout (user-account nav) rewired to reuse existing settings:/nav: keys (+settings:tokens.title), layout.* block dropped — avoids duplication + S17 collision. Allowlist 31→24. Gate green (17/17, scan 24, parity OK, build OK). Owed: Wolfgang manual DE/EN browser check.
