Localizes OrgsPage, OrgSettingsPage, OrgSwitcher into new orgs ns (en/de). Scanner-blind ROLE_LABELS localized at render site (OrgRole MEMBER/ADMIN/OWNER); memberActionErrorMessage refactored to take t (both call sites); timeout-var t-shadow renamed to handle; settingsTitle/removeConfirm {{name}}/{{org}} interpolation. Data + dev-log left untouched. common:loading reused. Allowlist 9→6. Gate green (17/17, scan 6, parity OK, build OK). Review clean, 0 Crit/Imp. Note (S18): create.slugLabel duplicates flat slugLabel.
