#15 i18n S17 — localize settings-rest slice (tokens/api-keys/integrations/webhooks, DE/EN)

Session 17 of the #15 i18n full-rollout. Localizes the four remaining settings pages by extending the existing settings namespace (no new namespace file, no index.ts change).

Scope

• AccessTokensPage — cell: t→tok shadow rename; scope badge, table headers, secret-reveal, create form (scope + expiry dropdowns), Never cells, alerts.
• ApiKeysPage — headers, create form, secret-reveal, alerts.
• IntegrationsPage — provider cards, connect flow, secret-reveal with {{provider}} interpolation (GitHub/GitLab brand + GH/GL badges left as data).
• WebhooksPage — create form, per-hook Ping/Log/Delete, delivery log with formatDateTime + attempt {{count}} (event codes left as data).

Namespace

Adds shared/tokens/apiKeys/integrations/webhooks groups to en/settings.json + de/settings.json. Pre-existing S11 tokens.title merged into the single tokens object (value now "Personal Access Tokens" / "Persönliche Zugriffstokens" — also drives the settings sidebar nav label).

Verification

• npm run test:i18n → 17/17
• npm run lint:i18n → scanner OK, 2 files still allowlisted (VersionTag, AuthLayout → S18)
• npm run check:i18n → en/de parity OK
• npm run build → OK
• Allowlist net 6 → 2; S17 coverage-matrix row flipped ✅

Per-task reviews + a whole-branch opus review: no Critical/Important findings. Dates via formatDate/formatDateTime; technical enums/brand/event codes left as data.

⚠️ Manual DE/EN browser check still owed (Wolfgang) — spot-check the German settings sidebar label truncation.
