ci: upgrade npm for OIDC trusted publishing

Ensure npm >= 11.5.1 in publish jobs so npm performs the OIDC token
exchange instead of falling back to anonymous publishing (which failed
with E404). Add --loglevel verbose to publish to surface the OIDC flow.
