Edit navigation links in a popover from the Extensible Site Editor Sidebar

The Extensible Site Editor Sidebar should support editing navigation links without leaving Navigation List View. Opening link settings in a popover would let users update link details while keeping the full menu structure visible. This functionality is already in place with content only list view editing. Let's port that into the extensible site editor for ux and code consistency.
