Navigation Overlay not honoring responsive breakpoints to deactivate

Description

The desktop and mobile navs have activated or deactivated correctly for years now. Say, if you resize your window.

The new navigation overlay is not honoring this once it's activated.

Step-by-step reproduction instructions

size window down
click hamburger to open custom mobile overlay
resize your window
overlay will not go away once the desktop breakpoint is met
