Content Types: Abstract and reuse label autofilling for post types#78099

Lifts the LabelsActionsEdit component and the phantom Field that wraps it out of taxonomies/fields/labels.tsx and into a shared createLabelsActionsField factory in src/utils/labels.tsx. The factory takes the per-content-type label keys, deriveLabels function, and help text, so post types can reuse the same Auto-fill / Clear UI. Behaviour-preserving for taxonomies. Adds a deriveLabels helper for post types that mirrors WordPress core's default label formulas (Add New, Edit %s, All %s, etc.) and wires it into the post types form via the shared createLabelsActionsField factory. Brings the Auto-fill / Clear behaviour already available on taxonomies to the post types Labels card. The card description is dropped now that the actions field surfaces a fuller help text. What?
In the Content Types experiment, there is an existing functionality for auto-filling and clearing label texts for taxonomies.
This PR extracts the underlying UI into a small shared factory so both surfaces use the same component.
It also reuses that functionality in the post type editor.
Part of #77600.
Why?
For reusability, consistency, practicality, and better user experience.
