Add wsctl update for refreshing EVE static data

Verifies the target is a configured wormholesystems-containers
checkout, detects the running stack from APP_ENV, checks the app and
mysql services are up, then runs the upstream update sequence:
sde:download, migrate --force, sde:seed.
