Initial release: command <-> iOS Shortcuts converter + iCloud fetch

- compile: JSON command -> .shortcut (signed by default, canonical-normalized so it won't truncate on import)
- decompile: .shortcut (signed or unsigned) -> editable JSON / pretty pseudocode
- fetch: pull .shortcut from an icloud.com/shortcuts link
- import/sign/verify/info; graceful degradation on Linux/Windows
- CI builds macOS/Linux/Windows binaries on tag
