Update publishing configuration to use npm registry

- Changed the registry in package.json and .npmrc from GitHub Packages to the public npm registry.
- Updated README.md to reflect the new publishing process and instructions for npm.
- Modified GitHub Actions workflow to publish to npm instead of GitHub Packages.
