xchain-documentation v0.18.0, part of the XChain Platform v0.18.0 train.

Four consensus gates gain their canonical rows: SWEEP_ZERO_LEG_ACTIVATION,
STAKE_KEY_REUSE_ACTIVATION, PRICE_FEE_BATCH_LANDED_ACTIVATION and TRAIN_ACTIVATION,
the platform-train activation map keyed by platform version and network, seeded with the
1.0.0 floor. The hub, sync and encoder configuration pages document
ATTESTATION_FETCH_TIMEOUT, the persistent replica-gap escalation tunables, the outbound
SYNC_UPSTREAM_KEY credential and its rollout order, and FEE_ESTIMATE_SANITY_CEILING.
