xchain-e2e-test v0.15.0, part of the XChain Platform v0.15.0 train.

This train adds acceptance suites for the two new consensus mechanisms: an ATTEST response-mirror venue running real hubs and mirror-fed indexers through fault injection and a set of admission-cap drills, and a ROLLCALL venue driving eviction, rollback and cooldown re-entry on a shared two-chain regtest network. Fixture stakes are now released when a run ends, and the suite can fail a run that leaves capability or staking keys behind in the shared venue.
