xchain-e2e-test v0.16.0, part of the XChain Platform v0.16.0 train.

Drills for the zero-confirmation attestation flip (serve at the tip, re-mine, headroom, applier fall-through, flag day) and a roll-call gates drill that publishes v1 roll calls and checks the rules-aware attestation set; a venue tool that ages a stale roll-call absence out of the streak window; the roll-call venue refuses epochs the DOGE side already holds rows for; npm run stage:siblings stages the sibling SDK and hub checkouts for the SDK suites; native-fee price seeds survive an indexer reset. The staged hub and SDK snapshots record 0.16.0.
