xchain-e2e-test v0.17.0, part of the XChain Platform v0.17.0 train.

The AT5 oracle barrier drill grades live blocks against the barrier's own inputs and clock,
aligns verdicts on tx_hash, and stops on verdict comparisons rather than block count. A
federation drill drives a degraded ARCHIVE attestation round across two validators, and
anchor acceptance targets the v0 bundle with the v1 archive head. Every deployed contract
fixture carries meta for the CONTRACT_META_REQUIRED flag day, and the seed contract pin
moves to its new hash.
