xchain-sdk v0.17.0, part of the XChain Platform v0.17.0 train.

Every deploy path refuses a contract that exports no conforming meta before the action is
composed, with the chain's own verdict string, and sdk.contracts.getExportedMeta()
exposes the same static read. The vendored contract transform and deploy linter carry the
rest-pattern metering rule and the banned-rest positions, so the author-facing linter and
the chain agree on what deploys. findToken(tick) and tokenExists(tick) answer a missing
ticker as null or false instead of throwing on the explorer's 404. The encoder's written
compression bytes are carried through, so a confirm string matches the PSBT, and the x402
challenge MAC is compared with the shared constant-time comparator.
