Xbox One / One S / One X -> Use (SSE4)
(AVX2 builds will crash on Xbox One consoles.)
Xbox Series S / Series X -> Use (AVX2) (recommended)
(Series consoles can run either build, but AVX2 provides better performance.)

- Fixes the PCSX2 base version number showing v0.0.0
- Fixes bug that would cause RetroAchievements to use the wrong tag
