Description

-Removes nullable: true fields from Finance API spec
-Makes if-modified-since header consistent to reflect type: string and format: date-time
-Removed x-is-datetime: true as the API team released code to standardize local date-times to date-times.
-Also updated a response example to be in yaml instead of json to be more consistent.

Release Notes

-nullable: true was a leftover artifact from the internal API spec and was breaking the .NET SDK build
-if-modified-since header now matches format in the API docs example: "2020-02-06T12:17:43.202-08:00"
-This fix directly affects the code generator for our Java SDK
