Initial public release of the cross-platform Monsoon HVPM desktop capture and analysis tool.

Highlights:

• Safe simulator and offline replay by default

• Current waveform, raw statistics, .pmcap recording, replay, and CSV export
• Pinned PyMonsoon HVPM SDK subset included under its upstream license
• Linux and macOS wheel smoke tests
