Workday runner-launch safe-failure release.

Changes:

  • Converts background Workday runner launch OSError into the stable workday_runner_start_failed error before any active session marker is written.
  • Keeps launch-log cleanup best-effort so cleanup errors cannot mask the safe launch-failure result.
  • Makes workday intent "开始记录工作" --execute print concise Chinese failure text with a winchronicle doctor recovery hint instead of raw local exception details.
  • Aligns package, runtime, plugin, and MCP server version identity to 0.2.64.

Validation:

  • Local TDD RED/GREEN covered runner launch failure, cleanup failure masking, JSON start output, and natural-language intent text output.
  • Local full pytest: 425 passed.
  • Local full harness: passed, including release validators, .NET helper/watcher builds, quick demo, productization self-eval, watcher smokes, MCP smoke, install CLI smoke, privacy check, fixture capture/search/memory, and fake-helper watcher smoke.
  • Remote Windows Harness: https://github.com/YSCJRH/WinChronicle/actions/runs/27862752420 passed on c78839c.
  • Fresh manual UIA smoke rerun for v0.2.64: Notepad pass, Edge pass, VS Code metadata pass with known Monaco diagnostic warning, VS Code strict diagnostic non-blocking failure, fake-helper monitor watcher pass.

Privacy and scope:

  • No new capture surfaces.
  • No screenshots, OCR, audio, keylogging, clipboard capture, cloud upload, desktop control, MCP write tools, daemon/service install, polling capture loops, default background capture, or product targeted capture.
