Migrate to FARGATE, SSM, and use client bcrypt X-Auth-Token
- modify Dockerfile and cmd.sh to support SSM
- add bcrypt support to API X-Auth-Token header for incoming client connections,
- updated unit tests, README, linted, and bumped gems
