Migrate to FARGATE, SSM, and use client bcrypt X-Auth-Token

- modify Dockerfile and cmd.sh to support SSM
- add bcrypt support to API X-Auth-Token header for incoming client connections
- updated unit tests, README, linted, and bumped gems
- convert to deco
- holdback Gemfile.lock wasabi to 3.5.0, as 3.6.0 introduced an xml parsing bug
