First release of the paired speckit-inventory extension and inventory-alignment preset, implementing Phase 1 of github/spec-kit#4164 as an installable, opt-in bundle with no core changes and no embeddings.

Install the extension first — the preset falls through to the unmodified core workflow without it.

• Optional before_specify / before_analyze hooks.
• wrap overrides of speckit.specify and speckit.analyze, plus an append override of tasks-template documenting the optional covers: field.
