Fixed

  • networkforge traffic failed on Windows ("Valhalla could not build a
    graph from the OSM file", with no detail): pyvalhalla's programs only
    find their libraries there when pyvalhalla.libs is on PATH, which
    the engine now sets for them. Its error messages now give Valhalla's
    exit code. The Windows CI job runs the traffic tests in Valhalla.
