Icon and update-notice release.

Windows now gets hand-drawn 16, 20, 24, 32 and 40 pixel icon layers instead of
downscaled ones, so the mark stays readable in the taskbar, at 125 percent
scaling and in small Explorer views. The phone app announces a new build at the
top of the screen, not only inside Settings.

QuotaVPN 0.3.7

Security update.

Every device now registers with its own secret, so the key inside the app can
only act for a device that does not exist yet. The server also hands Hysteria2
its own per-device credential instead of the shared one. Updating keeps card
creation, revocation and Hysteria2 working.

Security update.

The device key that the app uses to register itself has been rotated, and the
server side now rate limits and logs every registration call. Updating is
required for card creation and the Hysteria2 credentials to keep working, and
recommended for everyone on an older build.
