Responsibility Pathway Runtime 0.1.0a2

First public alpha release of Responsibility Pathway Runtime (RPR).

RPR is a Python runtime for carrying AI-agent and automation actions through explicit authority, human gates, execution evidence, unknown-write handling, reconciliation, repair, resume conditions, and residual ownership.
