Added a safe, idempotent config migration layer that runs before config load on startup and reload.
Existing config.yml files are normalized to the new layout only when needed, with timestamped backups and temp-file writes for safety.
Live installs keep their current storage backend, custom timers, and unknown/custom config keys.
Legacy config.yml message keys are migrated out to messages.yml and then removed from config.yml.
Legacy mazes..relog-commands and logout-commands are migrated into timers., while timer exit locations remain under mazes.
New synced configs are marked with config_version: 2, and repeat boots/reloads do not rewrite files again unless something actually changed.
