Seek and Destroy 1.38.6

ZoneMinder 1.38.6 Release Notes

This is a packaging fix for 1.38.5. Its code is 1.38.5's, with one build change.

1.38.5's RPM builds failed on Rocky Linux 8, whose GCC 8 needs libstdc++fs linked
explicitly for std::filesystem. Because that one target failed, no 1.38.5 RPM packages
were published for any distribution. 1.38.6 links stdc++fs where the compiler needs it,
so RPM packages are available again. Debian and Ubuntu packages were unaffected.

1.38.5 release notes,
including its upgrade notes. 1.38.5 is primarily a security release and fixes 19 reported
vulnerabilities, and all of those fixes are in 1.38.6.
