Cooldown Command Error

commands have no cooldown although i think i have entered everything correctly.

you notice you set the wrong commands in cooldown list?
CustomAlias have cmi:customalias as command. try it self out use /cmi:TAB you will find your customalaises in the list after cmi:

also we talk about customalias so why you dont use the cooldown direcly in the customalais woth the cooldown:time! of specialized commands?

Example:

  pherz:
    Cmds:
    - cooldown:60#?! moneycost:50?! cmi effect [playerName] health_boost 300

because of the # the customalais breaks up if condition is not passed (the cooldown)
the ? inform the player about remaining cooldown before it breaks up because of the #
