Reopen a scanner lease that never answers; stop the movers scan leaking scanner slots

The Gainers board can no longer sit empty all day because one scanner subscription never answered. If a scanner table gets no first answer from IBKR within 60 seconds, Nova now cancels it and asks again, at most once a minute. If IBKR refused it because all ten scanner slots were taken, Nova first frees the slots it leaked itself. The Market page's movers scan, which caused Friday's leak, now always cancels the subscription it opens.

The Market page now says whether small caps are hot or cold today, whether the week is good or choppy, and whether the month is hot or cold. The Small-cap climate card's label follows three stated rules over Nova's recorded Gainers board, and under the label it shows the numbers that set it. The Day Read carries the three words at its top ("Small caps: cold day · choppy week · hot month"), and they never count toward its Bullish / Mixed / Bearish verdict.

Chart previews (nova_chart, /review) now say where each pane's candles come from. The 10-second pane read "IBKR 10s -- 4h history on open, live tape after" on past days, but those bars are built from Massive's consolidated trades. It now reads "10s · Massive tape -- built from the consolidated trades". The 1-minute and 5-minute panes read "Massive minute bars", and the full-day pane reads "Massive daily bars -- this day's candle from its minutes".

Volume numbers built from Nova's own trade files are now right everywhere, not only in the 10-second bars. The official open / close records that repeat an auction print no longer count twice anywhere they were still counted, and the 10-second bars now count volume exactly as the consolidated tape does:

- The docs say what each bar source really counts

Agents' nova_chart charts work again, and keep working after every pull: the chart server now builds its own copy of the review page from the current code and rebuilds it by itself when the code changes. The 10-second bars also stop counting the opening and closing auctions twice, so 10-second volume and VWAP match what traded:

- A clear error instead of a wrong picture
- Correct 10-second volume

Screen recording is paused by default; NOVA_SCREEN_RECORD=1 turns it on

Screen recording is now paused by default: the desktop app records no monitor unless NOVA_SCREEN_RECORD=1 is in Nova's .env (read when Nova starts). The header shows a muted "Screen rec paused" chip (point at it for how to turn it on), and the checklist's Trading screen recording row reads off, not failed. With the flag on, recording works exactly as before. The market-data Session Records are not affected.
